I don't disagree that JCPS should have explicit guidelines surrounding acceptable expenses, and immediate oversight and comprehensive review of these expenses both before they are incurred and after payment is made to ensure that these guidelines are met. Perhaps everything Johnson was doing was not specifically prohibited or frowned upon by JCPS regulations or administration. But from a purely ethical standpoint, I have to wonder why Johnson had no compunction about using money that wasn't his to upgrade accommodations, rental cars, and purchase meals without any apparent justification for the expense.
Whatever the outcome for Johnson, I hope that JCPS does any necessary review of the handling of expenses and oversight of ALL accounts that school employees have access to so that this doesn't happen again.
